Орган в Великобритании, осуществляющий общее наблюдение за процессом разработки стандартов: руководство организациями, непосредственно разрабатывающими стандарты, обеспечивает адекватное финансирование работ по стандартизации учета за счет спонсоров: профессиональных бухгалтерских организаций, Департамента торговли и промышленности, Биржи ценных бумаг, банков и др. и представляет "общественное мнение", которое имеет существенное влияние на учетную практику. Совет состоит из представителей бухгалтерской профессии и представителей других заинтересованных сторон. Также в его состав входят наблюдатели от правительств Великобритании и Ирландии. Члены Совета (около двадцати человек) обычно собираются три-четыре раза в год.
